The short answer
Kathmandu is the choice for heritage: Durbar Squares, stupas, temples, old lanes and markets. Pokhara is the choice for a lake, a relaxed pace and mountain views, with paragliding, boating and easy walks. Most trips include both, so the real question is how much time each gets.
If you have only three days, split them as two in Kathmandu and one in Pokhara, or pick Pokhara alone if you want rest and views. With five days or more, give each at least two nights.
