The short answer
The Government of India runs a Kailash Mansarovar Yatra in some years through the Lipulekh pass and Nathu La, with applications and selection managed by the government. Private operators also run Kailash trips that start from Kathmandu and go to Tibet through the Nepal border crossings. These are two different routes with different rules, group sizes and booking systems.
The government yatra is fixed in route and dates once announced, and demand is high. A trip via Nepal is booked privately, usually with more date options and a different cost structure. Neither is better for everyone, so compare the days, the route, the altitude profile and the rules, and check current announcements before you plan.
