The short answer
A cloud sea forms when valley mist rises overnight and the ridgetops stay clear. Nagarkot, Chisapani, Kakani, Bandipur and Sarangkot can all show it at dawn, especially after rain or in the cooler months. It is not guaranteed, and a clear hilltop with no mist is also a fine sunrise.
If a cloud sea is the goal, stay overnight on the ridge, set an early alarm and be ready before first light. The effect is often brief, so keep your camera ready and move your position if clouds rise.
