The short answer
Most packages include accommodation with breakfast, airport and sightseeing transfers by private vehicle, a guide, and entrance fees for listed monuments, though some leave entrance fees out. Domestic flights, visa fees, insurance, lunches, dinners, tips and personal expenses are often excluded unless stated.
The only reliable way to compare is the written inclusions and exclusions list. Two quotes with the same total can cover very different things.

- Check feesMonuments and parks.
- Check flightsIncluded or extra.
Reading an inclusion list
Check transfers, hotel nights, breakfast, guide, entrance fees, domestic flights, permits and taxes. Note what is excluded, such as lunch, tips and personal items.
Ask for a written itinerary with the hotel names or categories.
Spotting gaps
If an item is vague, ask. Compare two quotes line by line. A cheaper quote may exclude items that cost more later.
Insider tip
Ask for the inclusions list as a numbered text, not a brochure.
Avoid this
Do not assume entrance fees or domestic flights are included.
