The short answer
Three well-known Terai wetlands are Ghodaghodi Tal in the far west, Jagdishpur Reservoir near Lumbini and Beeshazari Tal beside Chitwan National Park. All are recognised internationally as Ramsar wetlands and are good for quiet birdwatching, boating and village walks.
Go in the cool season and early morning, when birds are active and mist sits on the water. They fit well as add-ons to Lumbini, Chitwan or Sukla Phanta trips, and local guides can help you find the best spots.
